The proposed 950-square-foot drive-thru coffee stand would include a walk-up window and outdoor patio seating, though it will not feature indoor dining. Developers intend to plat the lot, establishing a 0.89-acre site for the business.

Zoning Issues
The planned site is smaller than the city’s required 8-acre minimum for commercial developments. To move forward, developers must either combine adjacent properties or seek a zoning variance.
Tree Removal
Several mature trees currently occupy the site, and some will need to be removed to make way for the coffee stand. A tree retention plan will be required to mitigate the environmental impact.
Wetlands Concerns
A wetland area exists in the southern portion of the property. Any potential wetland fill will necessitate an environmental review under the State Environmental Policy Act (SEPA), adding another layer of regulatory scrutiny.
Traffic & Access
The city mandates a single driveway access point from W Bakerview Rd. Additionally, developers must extend an east-west public access driveway through the property to meet local traffic requirements.
