BELLINGHAM, Wash. โย New records filed with the City of Bellingham are providing a clearer picture of what could eventually happen at 1365 Mahogany Avenue, a commercial and industrial property immediately west of Costco in north Bellingham.
The latest application, PRE2026-0066, was submitted Aug. 27 and is listed by the city as a pre-application for a neighborhood meeting waiver. The filing is connected to a proposed General Binding Site Plan, or GBSP, for the property.
The application remains in applied status, with city planner Steve Sundin assigned to the project. City records do not currently show the waiver as approved.
The filing follows PRE2026-0052, an earlier pre-application for the property that Bellingham Metro News first reported on July 17. At the time, city records showed the site was in the early review stage and did not identify a specific building, business or future tenant.
According to the newly available waiver paperwork, the proposal calls for creating a General Binding Site Plan over the existing gravel industrial yard. The entire property would be subject to the GBSP, while existing critical areas and their buffers would be retained within an open-space tract or conservation easement.
The remaining developed portion of the property could later be divided through individual Specific Binding Site Plans.
That distinction is important because the latest filing still does not identify a particular store, restaurant, business, building or tenant coming to the property. The current proposal instead deals primarily with how the land could be organized for future development.
The applicant is requesting that the city waive a neighborhood meeting for the General Binding Site Plan. According to the filing, land development is not being proposed as part of this stage of the project.
The waiver request states that critical areas have already been reviewed, frontage improvements have been completed and the site is fully graveled. It also says future Specific Binding Site Plans would require design review, a Type 2 permit process and a neighborhood meeting.
The applicant cited the earlier PRE2026-0052 pre-application in the waiver request, saying that review found no significant issues warranting a neighborhood meeting at this stage.
An attached concept plan also gives a clearer look at how the property could eventually be organized.
The drawing identifies a large GBSP area along with an open-space tract where wetland and buffer areas would be retained. It also shows a proposed trail stretch connecting with a trail to the south and a proposed site entrance from Mahogany Avenue, along with interior access roads and utility extensions associated with future development.
One detail worth noting is the age of the drawing. The site plan is dated May 12, 2022 and identifies the project as โPacific Placeโ in its title block. Because the drawing predates the current applications by more than four years, it should not be treated as a final construction plan for whatever ultimately develops on the property.
The waiver paperwork identifies Ali Taysi as the primary contact for the application and B&D Francis Holdings LLC as the property owner.
The site sits immediately west of Costco and near Pacific Highway, West Bakerview Road and Interstate 5, placing it within one of north Bellinghamโs most populated areas.
The City of Bellingham maintains public information on permit and development activity throughout the city, including information related to land-use and development review.
For now, there is still no confirmed tenant or specific development announced for 1365 Mahogany Avenue. The Aug. 27 filing represents another step in preparing the property for possible future development rather than approval to begin construction.
Additional applications would be required as individual portions of the site move toward development, and those future filings could provide the first indication of what businesses or buildings are ultimately planned for the property.
